About the coin: This coin depicts Malta's constitutional right to elect its representatives to the Council of Government in 1849. However, the elected members were only a minority in the Council, effectively controlled by the governor, who represented the British government, and the members appointed by him. The political changes in continental Europe that led to the election of representative governments were crucial to the formation of the Maltese government. This process inspired 1887 constitutional changes that allowed the Maltese to elect a majority of members to the Council of Government.
